The Karnataka bill has stirred quite a bit of controversy, although not as much as Haryana’s (currently on hold by the court).

Personally, it feels like a political manoeuvre aimed at gaining favour with the voter base.

Given that many non-locals might not be voting within Karnataka (just a hunch, no data to back it up), politicians mostly passed the bill for crafting a narrative at later stages.

Later, when it’s held up by the court, they can craft a reasonable story claiming they are working hard but are being hindered by the court.

I guess they did not expect such a large backlash that it did not require court intervention for the bill to be put on hold.
